The pH at 1 cycle is rarely (if ever) the same as the makeup water in the real world. This occurs because the recirculating water is allowed to approach equilibium with the atmosphere in an operating cooling tower. Gas exchange (e.g. CO2) occurs. This will vary the HCO3/CO3 ratio, and therefore the pH. An extreme case would be a CO2 deficient cold lime softened water. It will absorb CO2 as it recirculates, and THE pH WILL DROP! High CO2 well waters are another example. CO2 will flash off as the water circulates in contact with the atmosphere. The pH will rise. And then there is the case of the ammonia plant ... the case of the phosphate plant .... and so on.
