The orthophosphate inhibitor model adds orthophosphate to the cooling water. The requirement for orthophosphate as a corrosion inhibitor decreases as calcium increases and as pH increases. The reason you see the decrease in PO4 control with increasing cycles is that the Ca and pH are both increasing, decreasing the orthophosphate requirement.
